Writing to Cardinal P[eter] of St Marcellus, Pope Innocent III expresses surprise that he and Cardinal S[offred] of St Praxedis, the papal legates, have left the Holy Land for Constantinople. Although Peter should stay in Constantinople for the time being, he should not cease to have responsibility for the Holy Land until another legate is appointed.
