text: Sept. 14. Famagusta. Cardinal Pelagius of Albano, the papal legate, makes a further sealed ruling on the agreement of 1-31 October 1220 that resolved discord between Queen Alice of Cyprus, her son Henry, verus dominus et heres regni Cipri, his barones, milites and homines, and E. archiepiscopus Nicosiensis, M. Paphensis episcopus, R. Nimociensis episcopus and C. Famagustensis episcopus and their chapters. More issues have arisen, which Pelagius on a visit to Cyprus, assisted in his mediation by the magistri of the Knights Templar and the Hospitallers of St John, now resolves. The queen, barones, milites and homines of the kingdom of Cyprus will pay the prelates tithes on all their lands, animals and revenues, according to the customs of the kingdom of Jerusalem. The chevalia and dimi owed to the crown by the rustici of the prelates and their churches are remitted. All Greek priests and deacons are freed from the payment of chevagia or labour services [angariae], provided they profess obedience to the prelates in whose dioceses they reside, according to the form followed by Greek priests and levites in the kingdom of Jerusalem since the Latins ruled there. Greek priests and deacons should remain in the casalia and lands in which they reside at present. A Greek villanus can only be ordained with the agreement of his lord and if the prelates permit such an ordination, they must replace the villanus with another. Greek villani who leave the island to be ordained without their lords’ knowledge will be forcibly returned to villeinage should they return. Greek bishops who ordain without licence are to be suspended. Greek priests and deacons can move from one casale to another as long as they have permission and do not have children. Greek abbots should be elected canonically and confirmed by the Latin diocesan. They cannot be removed. They should profess obedience to the local diocesan according to the custom of the kingdom of Jerusalem. Greek churches and abbeys can enjoy their endowments and possessions. The number of monks in Greek monasteries has been limited and no one can replace a dead monk except from the district in which the monastery is situated. There should be 4 Greek bishops, obedient to the Roman church and the Latin prelates according to the customs of the kingdom of Jerusalem. They will reside in Sulam in the diocese of Nicosia, Archinum in the diocese of Paphos, Lefkara in the diocese of Limassol and Carpasium in the diocese of Famagusta.

text: Aug. 17. Lateran. Responding to an appeal from the Cistercian abbey of Bellimons, Pope Honorius III narrates for the benefit of the archdeacon of Nicosia, the cantor of Nicosia and magister Balduinus canonicus Nicosiensis the the lengthy dispute between the abbey and Willelmus de Rivet miles Nicosiensis diocesis over the possession of the casale of Peregus, which Willelmus claimed to hold in fief [in feudum] from the queen of Cyprus. The case had been heard by the archbishop of Nicosia, with the authority of Cardinal Pelagius of Albano, the papal legate, but Willelmus claimed that since the casale was a fief it was not subject to the jurisidiction of an ecclesiastical court. Judgement was for the abbey and this was later confirmed when Willelmus persisted in refusing to recognize the court. Willelmus then seized the casale, with the queen’s support, and was excommunicated by the archbishop and the bishop of Paphos, who had been authorized to act by the papal legate. Both parties appealed to the pope, who delegated the case to the archbishop of Tyre and the bishops of Tripoli and Valenia, who were to investigate the matter and decide whether Willelmus’s appeal had been legitimate. Willelmus adopted various subterfuges to evade justice, obtaining a letter from the Holy See to the bishop of Limassol that raised doubt on the status of the case as an ecclesiastical matter, while with the death of the abbot of Bellimons the abbey needed a new procurator. Anxious not to harm the rights of either party, the pope orders the archdeacon, the cantor and magister Balduinus canonicus Nicosiensis to carry out the instruction originally issued to the archbishop of Tyre and his fellow judges.

text: Jan. 10. Lateran. The bishop of Tortosa [Anteradensis episcopus] has complained to Pope Honorius III about the behaviour of the Knights Templar. Lordship of the city of Tortosa is divided between the bishop and the Templars, but the latter, breaking the terms of division laid down a century ago, have ignored the bishop’s lordship [dominium], treating his part as their own, taking control of the city gate that belongs to the church, publicly proclaiming [bannum proclamare] that they have full rights and impeding the operation of the bishop’s meat market [becaria] and the freedom of merchants to sell his grain and wine. They have built 2 new churches in their part of the city, in which they have installed Greek priests [Greci presbyteri] in defiance of the bishop and the Holy See. They have refused to pay their dues, including tithes, to the bishopric, according to the evidence provided by their own rustici Sarraceni, and they have detained tribute paid by [the town of] Coeblum. They have denied the bishop his parochial rights at Castellum Album. The pope gravely rebukes the magister and brothers of the Knights Templar. He orders them to make satisfaction and informs them that he has ordered the archbishops of Tyre and Caesarea and the bishop of Acre to enforce his judgement.
