December 7. Lateran. Pope Alexander IV writes to Patriarch Jacobus [Pantaléon] of Jerusalem, papal legate, with a long arenga about the Holy Land and the office of legate, which he assigns to the patriarch in the province of Jerusalem and wherever the Christian army for the Holy Land is in that province, ordering him to take up the burden of his legation, granting him the power to compel rebels with ecclesiastical censure without appeal, but adding that if another papal legate a latere is sent to those parts, while he is there the patriarch shall not occupy the office of legate, out of reverence for the Apostolic See.
