Cardinal Stephen of Palestrina rules on a case involving the reluctance of the archbishop of Nicosia (archiepiscopus Nicosiensis) to contribute a tenth of his church’s income for 3 years to the support of the patriarch of Antioch and the fortification of Castrum Cursarii, as granted by Pope Innocent IV. Of the commissioners, the archbishop of Nicosia (archiepiscopus Nicosiensis) and the archbishop of Caesarea (archiepiscopus Cesariensis), the latter had transferred his authority to the archbishop of Mamistra (Mamistranus archiepiscopus), who excommunicated the archbishop of Nicosia (archiepiscopus Nicosiensis). The cardinal rules that the archbishop of Caesarea (archiepiscopus Cesariensis) had no authority to pass his rights on to the archbishop of Mamistra (Mamistranus archiepiscopus) and that the excommunication was therefore invalid.
