After the death of his predecessor Gibelin, Arnulf, omnium Jherosolimitanorum humillimus a rege, clero et populo in pastorem electus et patriarchali honore sublimatus, institutes reforms in the church of the Holy Sepulchre, with the agreement of Baldwin, Dei nutu Jherosolimorum rex gloriosissimus imperans. The canons are to live according to the Rule of St Augustine and, with the advice of the king and the assent of the clergy and people of the patriarchate, they are to be allotted enough revenues to do so: half of the oblations of the faithful to the Holy Sepulchre; two thirds of candle money, the patriarch having one third; all oblations to the relic of the True Cross, which is in their custody, on all days except Good Friday and those occasions when the patriarch needs to carry the relic with him; the tithes of the whole of the city of Jerusalem and its environs, except for those from funda, which will be enjoyed by the patriarch; half the benefice the king gave in exchange for the bishopric of Bethlehem; the church of St Peter in Jaffa; and the church of Beatus Lazarus [in Bethany].
