Bohemond, Dei gratia princeps Antiochie, the son of Prince Raymond, places on record under seal that Simon Foglianelli consul Pisanorum Acconis and his companions Petrus iudex and Federicus Mochi, legati of the commune of Pisa, came into his presence and asked him, in the name of all Pisans, to confirm the charter [privilegium] that his mother Constantia had granted to Buctaccius the legatus of the Pisans and also to confirm his own charter [privilegium], which he had granted in Tyre to all Pisans. With the agreement of his wife Ysabella principissa, Bohemond therefore confirms both charters, assuring the Pisans that their rights will not be challenged by any baiulus or pauctonarius. He adds that he grants the Pisans that on all the goods for sale after importation [de commercio intrando] the duty is to be 3 per cent; after weighing [de quirato commercii] 2 per cent; on passage through the principality [de passagio], half, and on all other duties owed by Latins, half; on the personal tax levied on Pisans at the pons Ferri half duty [directura]; half of the tertianaria at the port of Sanctus Symon; half of ancoragium; half of the duty on wine, that is to say the payment of 1 denarius in every besant; in relation to the caban commercii, 3 unciae on every 100 ritulis. text: Jun. 27. Pope Innocent III confirms Pope Celestine III’s privilege to the Hospital of St Mary of the Germans. He confirms papal protection and the Order’s possessions, specifying: the location in which the Hospital is situated; a house in Ascalon with its vineyards; Zanzi; houses in Ramla; a house, vineyards and possessions at Jaffa; a house in Acre; the casale of Cafirsin; a volta near the Gate of St Nicholas [Acre]; a house in Tyre; a house in Caesarea; the casale called Bezal/Besal; the curia sancti Georgii on Cyprus; 2 villae in Armenia called Combedefort and Heion. The Order is exempted from tithes on noval lands. Sacred oils, consecrations and ordinations can be performed by [any] diocesan bishop. The faithful can be buried in the Order’s cemeteries if they so wish, provided they are not excommunicated or under an interdict. The Order will follow the practice of the Knights Templar with regard to clergy and milites and that of the Hospitallers of St John of Jerusalem with respect to the care of the poor and the sick. There is to be no violence permitted in enclosure. The elections of magistri should be free.

He gives a free court [curia libera] in the city of Antioch and throughout the principality, so that the curia Ianuensium and the vicecomes at that time established by the commune of Genoa shall judge all cases relating to those who call themselves Genoese, except for theft and homicide. He gives the Genoese freedom to come and go, buy and sell, without paying dues [de omnibus draituris et de omni passagio] in Antioch and in all the land he can recover or acquire, except in the port of Sanctus Symeon. With the agreement of his wife domina Heluisa principissa and his uncle King Leon of Armenia, at the request of his brother-in-law [sororius] King Hugh of Cyprus, and with the advice of his homines, Raymond Rupen, Dei gratia princeps Antiochie, the son of Prince Raymond, makes a sealed confimation to the Pisan commune and all Pisans. He confirms their possessions and rights in the principality of Antioch, including all gifts made by his grandfather Prince Bohemond of Antioch and Bohemond’s mother Princess Constantia. He confirms the Pisans’ right to have a court with jurisdiction over Pisans in all cases except theft, homicide and treason against Raymond Rupen’s person, which are reserved to his court. He grants full rights to buy and sell, enter and leave free from the payment of all dues relating to buying and selling [omnibus drecturis cabani totius passagii et quirati et commercii] imposed by his baiuli, pautonarii, secretarii and others, with the exception of those of the port of Sanctus Symeon, where the Pisans should pay half passagium, half tercenaria portus and half ancoragium, and half of all other dues, but are freed in the port from paying tax on purchases and sales relating to the commercium of Antioch. At the request of Andreas Michaelis, the emissary of Pietro Ziani, the doge of Venice, Johannes de Ibilino Birity dominus confirms under seal that the Venetians are freed from all dues [ius et consuetudo] on all goods they import through the catena of Beirut and send to Beirut and on all merchandise they buy in the funda of Beirut. They can buy in the city of Beirut without payment of dues cotton [banbacium], silk [seta] and worked silk, pepper, incense, sugar and all spices, indigo and ‘nerçi’, and all dyes, wool and cloth [opera lana], flax and linen [opera lini], pearls and stones, glass and soap. All their vessels [vaselli] exporting merchandise from the funda and the city of Beirut are freed from the payment of terciaria and they will pay no dues on goods they export through the cathena of Beirut. All Venetian vessels are freed from the payment of ancoragia. The Venetians are granted a free curia, with cases of homicide, force and pillage reserved for the lord. Their goods will be secure in shipwreck. Venetian merchants in Beirut will not suffer if any Venetian commits piracy against Johannes or his homines. The Venetians may dispose of and send to Venice the goods of a Venetian who dies, even if he has not made a will; and in the absence of any other Venetians, Johannes will inform the doge and dispose of the goods as the doge thinks fit. In the presence of dominus Hugo Ferrarius and dominus Hugo Fornarius, [Genoese] consules in terra Syria, Iohannes de Ibelino Beriti dominus modifies under seal the grant he had previously made to the Genoese [Nov. 1-30 1221]. He confirms their freedom from the payment of dues [ius et consuetudo] on all goods they import and export to and from Beirut, although he limits this to those brought and taken out by sea. He now excludes all pottery [excepto omni opere porterie], wine and oil, which will now be subject to measuring and will be charged either at 1 denarius for every 5 iarri Beritenses, or, if the mensurator ville is involved, at 2 denarii for every 5 iarri, and wheat [bladum], which will be charged at 1 denarius for every 2 modii. He confirms the freedom for Genoese ships [vasella], great and small, from the payment of terciaria and ancoragia. He confirms the right of the Genoese to have a free court [curia libera] in Beirut, with the same rights as those enjoyed by their courts in Acre, Tyre and the kingdom of Jerusalem. He confirms their possession of houses that had belonged to Rubaldus Corvus, adding that the Genoese may improve them, and their use of the bath house before the castle of Beirut on Thursday every week. He gives the right to an oven. He repeats that the Genoese in general will not suffer if one of their compatriots commits an act of piracy against Iohannes or his homines and that the goods on Genoese ships wrecked on the coast of the lordship of Beirut will be secure.
